However, it is very often the lousy system used to get the stuff on to the soldier that lets them down Body armour was a perfect example, there was enough for all in Iraq and Afghanistan - but it had not been distributed at the sharp end. The money is there, we spend billions (while trying to placate those who wish we would spend little or nothing) but sometimes an unweildy delivery system gets in the way. Which has, to a great extent been privatised and civilianised.
