The rules of the Association (at the time and, as far as I'm aware, still are) actually said that if they didn't follow the rules for coming out of administration, the new company should not have received the "share" which allows them to compete in the Football League.

They knew the rules. Everyone knew the rules. Everyone knew what Bates was doing was outside the rules. Pretty much everyone told Bates that what he was doing was outside the rules. He did it anyway. He can consider himself lucky not to be running a team in the Northern League West, or whatever it is.
