Last time I looked, the mayor doesn't run a bus design and manufacturing company. And nor, quite frankly, is he likely to find the money to double the number of staff per bus (as became very clear when he was challenged on this during the campaign).

The pledge is uncosted, because there's no chance of it ever really happening.
