Technically, if he wants to abide by the Highway Code, yes.

I think the "right" thing to do under those circumstances, is to drive five to ten inches behind be back of the car in front, full beams on, leaning on the horn, using an unnecessarily low gear, so the engine is nice and revvy and angry sounding.
