Cork is in Northern Ireland?

Someone just paid for an ebay item by Paypal and the address is "........Cork, Ireland" but I thought it was Northern Ireland.
Isn't just "Ireland" the ROI??

Cork is in Ireland, very south coast not in Norn Iron.
