Mere confirmation that the Football League are a bunch bunch of shambling mediocrities who are an insult to their own heritage.

There's simply no point having a rule at all. You could put an appeal in the local press before a game: "Can a hundred extra fans turn up tomorrow because we're a bit short on players and need to stick all the loanees in. That should cover the fine, and we might even make a small profit."
