You think you're gonna lose a game if you follow the rules. You also think that if you cheat and get caught, the worst that will happen is that you'll be awarded a defeat.

Is there any reason not to cheat?

That's the reason why punishments for cheating in a game *always* need to be worse than simply a defeat. Otherwise teams in trouble will chance it.
