even if he is clean now and tested thoroughly to ensure this; his current performance will still be better as a result of his time on drugs. I.E. he will still have some of the muscle mass, improved anaerobic ability etc. from the time when he was training and racing on the drugs.
He'll never really be competing on a level playing field again.
Nevertheless, he's served the punishment so he has to be allowed to race.
