all function over form. Every major town/city i have been to has, as standard, a huge monolithic concrete tower block with wincey tiny windows in where i imagine state officials/secret police hung out. the inferrence obviously being "power" and that "we can see what you lot are up to but you can't see us". Very powerful use of architecture indeed. lovely old oppression.
