Watford parking is a nightmare. Best bet would be to park in one of the shopping centre car parks on the ring-road and walk in. (Watford is one depressing big shopping centre surrounded by a ring-road so it's not hard to miss those car parks).

Parking near one of the adjacent metropolitan line stations might be an option as the commuters that park near and surround the stations would have started to leave. But park further out of London rather than in.
