David Moyes is regarded as a successful manager, yet he got less points than that in a season with Everton at least once (there was definitely a 38 point season). He just got lucky that there were other teams worse.

That's the thing about football - even if every manager performed his job to the absolute best it was POSSIBLE to do, three of them would STILL get relegated. There are some factors that are always outside your control.
