I' don't think this is buck passing, its just an off-hand comment...

to let everyone know that Hucks made the decision to quit not him getting rid of a City legend.

Also Huck has had injury problems for the last year or so and I think that he himself made up his mind long before Bertrand or Gibbs came along that he was going to be off at the end of the year....hence all the speculation about him moving to the US of A in the transfer window.

However, Roeder does like to play his mind games and remind everybody that he is in charge...while he is doing well that is fine, it may bite him on the arse if we lose a few games though
