oh i agree,

from the article it seems that it almost certainly hasn't been worked out in detail yet

and i do think he's shot himself in the foot with the build up on here too (i'd prefer to give him the benefit of the doubt and he just let himself snowball it out of control... (that's the soft, wooly liberal in me))

i also agree that now that the idea itself is no longer underwraps, these questions need to be looked at and flaws/issues raised and hopefully solved before the project can get to the point where these problems become a major obstacle, rather than a minor speed-bump

the Wrath, being the place it is, could also be a place to help solve some of these problems
