Is it ringfenced for sandbags?

So much of it is a question of trust, isn't it? I'm raising money for a school in Kenya at the moment; Kenya's a terribly corrupt place but I've met the guy and he seems straight and I'm happy to give him the money because I trust him to use it for the school.

I don't feel that NCFC has the degree of transparency and fair dealings with the fans to make this scheme work
