Because that looks like something you might get served in England (or Holland). The decoration is pitiful and the sauce, as BC looks like it would be better on a load os prawns. No egg or capers in sight and the parsley looks awful. And look at the shape of the mince - it's just been dumped on the plate as if it's cat food or something.

I'd have sent it back.
