They are done on a local level.
So you may find that certain loacl authorities tend to be more 'helpful' to important local organisations than others.
Lets face it, we don't have a history of being a little cute to help each other out around here.
Also the construction and capacity make a real difference, the south stand held a decent number, which was a big issue.
I think we could of got a safety certificate for a few years longer, but the capacity was being reduced each season. I don't think it was ever said "this is the last year we can get one" it was always a case of "its getting tougher, more restrictions are being added, its costing us money and eventually they'll jsut say no".
Over the years this has morphed into "we couldn't get one".
