i will occasionally download tv programmes to watch on my laptop

(which is what the report you've linked to is going on about)

i do also have a usb telly tuner (think freeview box what plugs into any compooter)

plus there's also the streaming stuff (which i don't bother with that often) which is like listening to the radio over the tinternet, but obviously with moving pictures too
