And you may actually need less force, oddly enough, as lower power explosive may burn more easily (e.g. gunpowder - low explosive, only requires flame to set it off).

Bear in mind that your average 9mm bullet carries a pretty substantial mass (8g?) and travels at greater than the speed of sound (400m/s). That adds up to some pretty hefty force. Plus there is the heat generated by that force on impact and passage through the medium.
