All a detonator does is apply a strong shockwave to the explosive to start the explosion. Generally, the higher the relative power of the explosive, the stronger the shockwave needed to start the explosive reaction. A bullet would provide sufficient energy to set off plastic explosive.
As I understand it, the general policy on suicide bombers as learned the hard way in Israel and Sri Lanka is that a suspected bomber gets one chance to surrender. Failing that, they shoot them in the head to prevent the bomber grabbing the trigger. They avoid the body as that is where explosives are most likely to be carried, and the headshot is almost instantly fatal.
