No we could'nt build an in-fill .................

Unless we could build access for the Emergency Services. The Architects found the land underneath was unstable and therefore the only option was to then sell the land and hence the hotel. As will all building specs, they are available to view at local council offices, as was this. That was the reason for not building the in-fill.
