If a player receives two yellow cards...

...the only way a decision (on either yellow) can be reviewed is if the referee decides to take a look at it. A club cannot officially ask the referee to consider his decision, although in practice this may happen via a friendly third party.

For straight reds (like Dion's), the referee does not need to be consulted before a decision is reviewed.
