... who pretends to buy moody goods in order to stir a crowd up to buy stuff. Like off a dodgy market stall, and that.

I guess a shill bid in ebay would be the seller logging on under a different name to bid on thier own item, to pretend that there is interest. Or getting a mate to do it.
