Initially I was wondering why the hell we wouldn't just

buy him if he was any good, but now I understand why:

"Carter is in danger of becoming a bit-part player at The Hawthorns after a stop-start season which was badly hit by niggling injuries."

Very smart move if we can get him on loan for 3 months or even a year with a fee agreed for purchase at the end of it if he manages to be fit and available for x% of matches in that period.
