Football finances have changed rather dramtically since then

in the 70s (youngsters might find this hard to believe) TV money (though there wasn't too much of it) was distributed equally between all clubs in all 4 divisions (i.e. Rochdale got as much as Man U). Clubs biggest source of income came from gate receipts - if you got reasonable gates you could compete.
