Seriously, it seems to be OK in the hotels, as Dubai (as an emirate within the UAE) seems to have a slightly more relaxed attitude (aka reaping the tourist dollar). Sharjah, on the other hand, is another emirate and is coimpletely dry.

That's what Time Out - Dubai edition told me.
