This russia thing

Now i don't doubt that states bump off people they consider harmful to their national interest (kelly's death post iraq dossier seems a bit iffy) but why lump traceable plutonium twice round the world on commercial planes then poison a guy with it. Why not shoot him, stab him in a "mugging gone wrong" or whatever.
