I don't know of any other club that does that - usually they'll set a transfer budget and a wage structure and the manager identifies his targets and approaches the board if those conditions are likely to breached. Once they made that agreement though, they effectively turned financial responsibility over to Worthington. Don't know if they're doing the same with PG or not - if so, he seems to be handling the responsibility well - but it seems dangerous to me.
