Not googled it, but I recall a bridge in Scotland between a couple of islands (or a the mainland and an island) that cost a fortune, but the locals were being charged next to nothing to use it.
The story made the news as the local authority, or whoever ran it, wanted to hike the price, which would have crippled the local economy.
