Its not £11 for 2 years, its £11m year 1 and £3m year 2. It is not paid in a lump sum.
It is primarily because relegated clubs have to continue to pay much higher wages. Even if they have divisional pay structures wages do not go down immediately to championship levels.
Therefore relegated clubs do not neccesarily have massive transfer kitty's
