Ha ha......

It's to do with the allocation of resources.

Under the old rules, if you overspent in one year, that money was deducted from your allocation for next year. AND you owed them the overspend. They've now changed it so if you overspend, you owe the money back but out of the next year allocation.

So they haven't had any debt 'wiped out' because they don't owe it.
