limits on foreigners and employment law

surely a limit on how many can be on the pitch at any one time is not a breach of employment law. Clubs could EMPLOY as many as they like? It's just the rules of the competition. Otherwise you might as well say the rule limiting teams to 11 players a side is against employment law because not everybody gets a game? And all international sport would be in breach??
