If you're using broadband, you are most likely using the DHCP protocol to connect. Unless you have a fixed IP address, you'll get a new one (a "lease") assigned every 24 hours (or however frequently your ISP decides). You can also ask for a new lease as I describe. Sometimes it kicks it back into action. Or try reconfiguring the connection through whatever arcane means Windows provides.
I take it AVG doesn't actually disinfect? Just moves infected files to a quarantine. Suppose you'd need to buy a commercial app like Symantec to do that. Symantec's web-site usually has very good info on viruses, so you could try searching that for the viruses that AVG found to see if you can manually disinfect.
Isn't it possible on Windows to repair your installation by booting from the system CD or something?
Otherwise, just wipe and reinstall after backing up anything you want to keep.
