You really need anti-virus, anti-spyware apps and a firewall. There are free ones available: User Posted Link is most often recommended.

If you can't get these onto your computer then you have no option but to reformat and reinstall.

A dialer is something that'll connect you to the internet using a very high cost phone line. If you're on broadband you don't have much to worry about.
