... there was little plausible opposition to Blair, and even then, many people did not vote Labour this time round.

Besides, there were two million people actively protesting against the Iraq war in February 2003, and millions more who did not support the war but couldn't make the protests.

The government has distanced itself so much from its people (and it's even worse in America, where the Bush government won in 2000 by nefarious means) that I don't think the British people en masse are implicated in its actions, particularly with regard to Iraq.
