I agree with it all EXCEPT the last statement

which is irrelevant and untrue. The game will still be played under the same rules. The penalty shootout is something that happens AFTER the game. Otherwise you are saying the Carling, Cup, FA Cup and League all have different rules. Yet teams manage to play in all three of those competitions in the SAME season without suffering any confusion or problems. We have playoffs in the Fizzy and not in the Prem. Who cares?
