just to the rules of the competition - a change to determining how points are allocated. Doubt that requires FIFA involvement - we introduced 3 points for a win before most other countries did. No different from whether you have replays (FA Cup) or straight to penalties (Carling Cup). Clearly no set procedure for pen shootouts in Cup games so why should there be for league games
