increasing the capacity isn't a massive job.
Not cheap of course, but I don't think the cost of the 2nd tier on the city stand is astronomical.
I would guess if sucess is achieved its a plan that would be put in place quite quickly.
IIRC (and i'm not sure where I got this from) it was under consideration had we survived our first season in the prem last time around.
Plus i'd rather be selling out with a bit of frustration now, than be a "your grounds to big for you" team. Empty seats destroy any atmosphere.
