Google 'spiders' search the net and use differing criteria to assess the 'credibility' of your site. At it's most basic - the more your site has been accessed and the more that the accessing is from a variety of sources - the higher your Google rating.

You can, of course, pay Google by bidding on search phrases and keywords.

There is loads and loads on this and it is an ever-changing beast.
