P2P downloading question

ISP BT
anybody on here in the Norwich Great yarmouth area having problems downloading using BTorrent (Azureus) and DC++ last couple of days had really bad download speeds way under 10kb/s

This morning had speeds up around 60kb/s but tonight way down again

Got ports open to speed things up

Been watchin Munich/Madrid on line and that needs resources to work ok

Anybody got any ideas sensible or silly
