Yes it was a low turn out and for a team in the top 6 it doesn't look to impressive although bear in mind the reason why.
We played Man City at home on Sunday and for people to find the money to finance 2 games in 48 hours is impossible for some.
We aren't in the position to call upon 800,000 Norfolk people, who only have one team in the vacinity to support - we are a relatively small populated City (176,000) and within a 30 mile drive we have teams such as Blackburn, Bolton, Wigan, Burnley, Manchester United, Manchester City, Liverpool, Everton, Stockport, Rochdale, Bury, Tranmere, Wrexham and Blackpool.
You may have noticed that Birmingham City only had just over 20,000 with a few thousand from Sunderland and considering Birmingham has a potential of 500,000+ reisdents to call upon it is surely relative to the types of crowds certain teams can generate?
So maybe if we looked at it like this - Norfolk (800,000) - average gate 24000 = 3% of the potential audience
Preston (130,000) and surrounding suburbs (100,000) - average gate 13600 = 6% of the potential audience
