I know that. It happened because -
Chase used to inflate the attendance figures by doling out free tickets etc that then weren't taken up to disguise the extent of the revolt against him. When the interim "Watling" board came in they reverted to quoting the actual number of people at the game.
It was then decided that this was making us less attractive to advertisers because all other clubs were quoting ticket sales which, for some reason, are normally around 10% higher than the number of actual attendees.
So we now have this hybrid system where we quote both the number of ticket sales, and the percentage of people who actually turn up.
