Yes, that's exactly what it means...

We used to announce attendance as people actually passing through the gates, but missed out on some sponsorship deals as we didn't have big enough numbers.

By changing it to tickets sold (as Ipswich did before us, and other clubs) we had larger numbers being posted thus attracting better sponsorship deals.

We decided to announce a percentage turnout (of the tickets sold) so as to keep people in the ground aware of the actual attendance - it's stuck.
