Not really

Worthington goes to the board and says "I want a midfielder who likes to get forward to replace Francis I've got Jarrett of Wigan in mind". The board says "fine". Worthington a month later goes to the board and says "I want a midfielder who likes to get forward to replace Francis I've got Hughes of Reading in mind". Doesn't seem unreasonable to me that the board should question that on the grounds that is wasn't a good use of a limited budget. All that is doing is getting the manager to make a case for his signings and in the case I don't believe Worthington could have made any case.
