it's the board's fault. Their stated policy, even after the signings of Jonson, Charlton, Doherty, Stuart, Jarrett, Thorne, Hughes, Etuhu, Robinson, Rehman, Lisbie etc was

"We allocate the amount to be spent by the manager as he sees fit. Whether he chooses to spend it on one or six players, on free transfers or wages or loans is really down to his judgement."

I wonder what it would have taken for them to spot that the then manager's judgement was seriously flawed?
