here's the explanantion as to why the fine is so low

(from F365)

Big Headlines, Small Details
West Ham's handling of Carlos Tevez's walk-out has been masterful.

Instead of destabilising the club, Tevez's return has heralded a welter of good copy after the Argentine announced that he wanted his fine to be donated to the Great Ormond Street Hospital. F365 even reported it as a 'class gesture'.

But, upon inspecting the finer details, the Hammers' benevolence is actually peculiarly thrifty.

The ?50,000-a-week Tevez was expected to be fined a week's wages after Alan Pardew confirmed on Saturday night that such a punishment had been meted out on a previous occasion for an identical offence.

Great Ormand Street may thus be somewhat surprised and disapppointed to learn they will receive just ?1,000.

The cynics among you can form your own conclusions from the impression that, since announcing that an organisation other than West Ham Football Club would receive his fine, Tevez's punishment has apparently been reduced by 98%.
