They all discuss it. Kemal has constantly been saying things like "oooh can't wait for nominations" when someone has upset him. All Maxwell and Anthony said was that they they knew who they were going to vote for. The fact is though that big brother knew it was a crunch week when the two groups were going head to head in terms of nominations and that not allowing them to vote would have an inevitable consequence.
