They've just signed a loanee, if things were that tight would they be able to afford the wages?

Going into admin twice would make it very hard indeed for them to get local businesses - or anyone - to do work for them without up-front guarantees/deposits of some sort. Which would make the emergence rather fun from this side of the county line...but I don't believe it's imminent, unfortunately
