Case for northern bypass 'unproven' by council

A county council has failed to prove the case for a ?91m northern bypass, according to a transport planning consultant.
Dr Denvil Coombe said that instead of examining alternatives, the Norfolk County Council had merely aimed to justify its existing support for the Norwich bypass project.
He also stressed that the scale of traffic relief would depend upon the scale of development planned.
Norwich has been earmarked for 33,000 new homes, an increase of one third on existing levels.
Denise Carlo, a spokesperson for the Norwich and Norfolk Transport Action Group, said: "The idea of the NDR was to reduce traffic. However, that traffic relief is dependent on not building more development. The public has been sold a pup."
But Cllr Adrian Gunson, cabinet member for planning and transport, has insisted that "without the NDR, existing traffic problems in residential areas would worsen considerably with the high levels of growth planned".
