question regarding home gates and percentage..........

so tuesday was 25067 a turn out of 87%, what exactly does that mean? i cannot fathom it out!, did 25067 walk through the turnstiles or did 13% of those tickets sold not turn up? if the latter is true where were the 3'000 empty seats? does anyone know the answer please coz its always baffled me!!
