After pondering this question, I believe

it depends on your actual location and your definition of "tonight".

If, for example you were in the Sahara and you were basing the time on US Pacific Time then I would most certainly not advise had and/or gloves "tonight". However, if you were using Zulu time then it is most definitely advisable to wear hat, gloves and possibly several layers.

Of course this whole theory would change if you were in, say, Washington State. In that case I would strongly suggest hat and gloves "tonight" US Pacific Time, but they would probably not be appropriate "tonight" Zulu time.
